This is the inverter / motor control board for many GE washing machines. If your GE front load washing machine does not spin, this is the board that will resolve the issue.

Note that other common failures on these style of GE frontload machines may also involve replacing the control board, and/or drain pump as there is a common chain of failure involving these 3 items. However, if the machine will run/operate and only shows an inverter control board error, causing the machine not to spin, this will be the only component needing to be replaced.
